The IFRC secretariat is organised in Business Groups: five decentralised IFRC zone offices (each with several regional and country offices reporting to it) responsible for frontline delivery through National Societies. The Geneva headquarters focuses on setting norms, standards and guidance. The East Asia regional delegation (EARD) is based in Beijing, China, and reports to the Asia Pacific zone (APZ) office in Kuala Lumpur, Malaysia. There are five National Societies in the EA region (EANS). There are IFRC delegations and representations in DPRK, Mongolia and Japan. The EARD acts also as the country delegation to China.
