辽宁中科留学服务有限公司前身是中国科学院沈阳分院人才交流中心。人才中心建立于1988年，由中国科学院沈阳分院组建，是经国务院机构改革办公室批准的事业单位。根据中国政府规定,于2000年9月经国家教育部、公安部批准为专门办理自费出国留学的中介服务机构，改名为辽宁中科留学服务有限公司(中科公司)。
目前,本公司具有国家教育部、公安部、工商总局联合颁发的出国留学服务资质 [证书号：(2000)209]，同时具有因私出入境资质[辽公境准字（2002）0028号]，并参股组建了辽宁兆盈劳务公司（劳社境外社就准字 [2004]307号）。
公司为独立企业法人,实行自主经营,独立核算.公司总经理:曲道亮先生(企业法人代表).公司下设国际一部、国际二部、国际三部、外语培训中心、财务部和办公室.中科公司在辽宁省的大连、抚顺、本溪、丹东、营口、铁岭、锦州等十一个市建立了分支机构,办理自费出国、留学的网络已覆盖全省.

The former of the Liaoning Overseas-Study Service of the Chinese Academy of Sciences Ltd. (LOS-CAS) is the Talents Exchange & Development Center under the Chinese Academy of Sciences Shenyang Branch. Established by the Chinese Academy of Sciences Shenyang Branch in 1988, the Talents Exchange & Development Center was an enterprise authorized by the Mechanism Reform Office under the State Council. Based on the stipulations of Chinese Government, it was authorized by the National Ministry of Education and the Ministry of Public Security as a service agency organization specialized in transacting self-funded overseas-study, so it was renamed as the Liaoning Overseas-Study Service of the Chinese Academy of Sciences Ltd. (LOS-CAS)
At present, our company possesses the certificate of overseas-study service which is authorized by the National Ministry of Education、the Ministry of Public Security and the State Administration For Industry & Commerce, [Certificate NO. (2000)209] and we also possess the certificate of transacting private immigration. [Liaoning Citizens Exit Authorized NO. (2002)0028], and share the establishing of the Liaoning Zhaoying Labor Service Company. [Labor and Social Security Department of Foreign Employment Authorized NO. (2004)307]
LOS-CAS is an independent enterprise, conducts business accounting independently under the general manager (the legal representative) Mr. Qu Daoliang. The company is in charge of No.1 International Department, NO.2 International Department, NO.3 International Department, Foreign Language Training Center, Financial Department and Administration Office. LOS-CAS has branches in eleven cities of Liaoning Province, such as Dalian, Anshan, Fushun, Benxi, Dandong, Yingkou, Tieling, Jinzhou, Liaoyang, Panjin, Fuxin, etc. The business scope of our company has covered the whole province.
